CDCR Begins Public Comment Period on Proposition 57 Regulations

The California Department of Corrections and Rehabilitation has begun accepting public comments on the Proposition 57 regulations, which was overwhelmingly approved last November by voters to, according to the state agency, “enhance public safety, stop the revolving door of crime by emphasizing rehabilitation, and prevent federal courts from indiscriminately releasing inmates.”

“The public plays an extremely important role in this rulemaking process, and by commenting on the proposed regulations, we can ensure the department is taking the right approach to the reform the way we incarcerate inmates in California,” said Secretary Scott Kernan, CDCR. “All of these changes are intended to place accountability and responsibility on every individual in our system, which will reduce recidivism and victimization in our communities.”

The Proposition 57 regulations include an increase in credit-earning opportunities for inmate participation in in-prison programs and activities, as well as parole consideration for nonviolent offenders once they have served the full-term of their primary offense.

Members of the public may submit their comments in a variety of ways. To be considered by the department, comments can be submitted via the following methods:

•by mail to the CDCR, Regulation and Policy Management Branch, P.O. Box 942883, Sacramento, CA 94283-0001;
•by fax at (916) 324-6075; or
•by e-mail at [email protected]

People can also submit their oral comment at a public meeting on the regulations scheduled to take place on Friday, September 1st from 9:00a.m. to Noon at the Department of Water Resources, Resources Building Auditorium located at 1416 Ninth Street, Sacramento.

The public comment period will close on September 1st, 2017 at 5:00p.m.
