
With winter storms impacting travel across Lassen County and the High Sierra, the Susanville office of the California Highway Patrol is reminding motorists to be prepared for changing road conditions.
When the snow starts to stick, Caltrans and the CHP implement chain controls to keep traffic moving safely. However, confusion often arises regarding what each “R” level means for your specific vehicle.
Here is a breakdown of the three levels of chain requirements you may encounter on Highway 36, Highway 44, and Highway 395 this winter:
Requirement 1 (R-1): The Basic Requirement
This is the lowest level of restriction, usually implemented when roads are just beginning to accumulate snow or slush.
The Rule: Chains are required on all vehicles except passenger vehicles and light-duty trucks (under 6,000 pounds gross weight) that are equipped with snow tires on at least two drive wheels.
Important Note: Even if you have snow tires and are exempt from putting them on, you must still carry chains in your vehicle.
For Towing: All vehicles towing trailers must have chains on one drive axle. Trailers with brakes must have chains on at least one axle.
Requirement 2 (R-2): The Most Common Control
This is the level most frequently seen during active winter storms in our area.
The Rule: Chains or traction devices are required on all vehicles.
The Exception: You are exempt only if you are driving a Four-Wheel Drive (4WD) or All-Wheel Drive (AWD) vehicle with snow-tread tires on all four wheels.
Crucial Reminder: Even if you are driving a 4WD/AWD vehicle with snow tires, you must carry traction devices (chains or cables) inside the vehicle while in chain control areas.
Requirement 3 (R-3): Emergency Conditions
This level is rare and indicates very dangerous driving conditions.
The Rule: Chains or traction devices are required on all vehicles, with no exceptions.
What this means: Even if you have a 4WD truck with aggressive snow tires, you must install chains to proceed. (Note: Often, when conditions reach R-3, the highway may be closed entirely to traffic).
Be Prepared Before You Go
The CHP reminds all drivers that weather conditions in the mountains can change rapidly. “Snow tires” generally must have the “M+S” (Mud and Snow) or the “Mountain/Snowflake” symbol on the sidewall to qualify for exemptions.
Please slow down, increase your following distance, and carry an emergency kit including blankets, water, and a flashlight.
