Gallery: New Chief of Police Takes Oath at City Hall Ceremony

Thomas V. Downing was officially sworn in as Susanville’s Chief of Police in ceremonies held Thursday at City Hall.

Downing joins the ranks of just a dozen individuals who have held the top spot on the force since the 1920’s.

Local dignitaries speaking highly of Downing, and welcoming him as Chief, included Susanville Mayor Lino Callegari, retired Police Chief Jeff Atkinson, Lassen County Sheriff Dean Growdon and Lassen County District Attorney Bob Burns.

Downing was joined at the dais by his family, who honored him with the presentation of his badge.

How does the new Chief feel on his first official day?

“I am overwhelmed by the outpouring of support I received today at the swearing-in ceremony,” said Downing. “I am proud to be the Chief of Police in the community I love.” 

“If it wasn’t for the support of so many, including my family, the great people at the police department and this community, I would not be able to succeed.”

Pastor Bruce Ingle, Master of Ceremonies for the event, described Downing's long career in local law enforcement.

 

Susanville Mayor Lino Callegari talked about watching Downing grow and mature as an officer.

 

Former Chief Atkinson, who retired in March, talked about the close relationship he has had with Downing during their career on the force.

 

Local dignitaries and Officers from the department packed the room to show their support for Downing.

 

Sheriff Dean Growdon talked about his philosphy of what it takes for an individual to be a good law enforcement officer.

 

Lassen County District Attorney Bob Burns described the close relationship between the D.A. and the Chief of Police, and why he feels so comfortable working with Downing.

Downing thanked the City Council for placing their trust in him.

 

Downing told the crowd that he had wanted to be Chief of Police in Susanville since he was 17 years old, and told his children that this is proof you can reach any goal you set your mind to.
