Job Announcement: City of Susanville – City Planner


About the Position:
The City of Susanville has an exciting career opportunity available for an experienced City Planner to join our Administrative Services team. Under the direction of
the City Administrator, the City Planner plans, organizes, and directs the City’s planning functions; coordinates City’s planning and community activities with other governmental agencies and community groups and provides recommendations on planning and community development issues. The City Planner acts as a division supervisor and has broad responsibility for planning policies, programs, and services within the City, under the guidance of the City Administrator. The City Planner is distinguished by their broad knowledge of environmental, regional, and community planning and zoning standards.

Preferred Qualifications:

  • Four year degree from an accredited college or university in planning, urban studies, public administration, political science, or other related field
  • Five years of professional planning experience; at least three years of which must be in a government agency

Required Licenses:

  • Possession of or ability to obtain and maintain a California driver’s license
  • Must meet Physical Requirements

Essential Duties and Responsibilities:

  • Coordinate with appropriate City departments, contractors and agents in all phases of planning projects;
  • Perform professional level work in the field of current planning, zoning, design and environmental review and economic development;
  • Gather and maintain demographic data and other related statistics;
  • Research, analyze and interpret social, economic, population and land use data and trends;
  • Compile information and make recommendations on special studies; prepare technical and complex reports;
  • Make presentations to the City Council, Planning Commission, developers, community groups and outside agencies;
  • Review development proposals and other requests made to the Community Development Department for conformance with appropriate regulations; prepare reports of recommendation;
  • Check commercial, industrial and residential development plans for issuance of zone clearance; process permit applications;
  • Confer with and advise architects, builders, attorneys, contractors, engineers and the general public regarding City development policies and standards;
  • Prepare graphic displays;
  • Research and draft ordinances for review;
  • Perform code enforcement functions related to zoning violations and public nuisance abatement;
  • Prepare agendas, reports and resolutions for Planning Commission meetings and other workshops and meetings and oversees the drafting of meeting minutes and other correspondence;
  • Assists other departments with planning and environmental law compliance;

Additional Experience or Ability To:

  • Functions and responsibilities of a public planning and community development agency.
  • Annexations, LAFCO, Zoning Code compliance, Subdivision Map Act, GIS.
  • Principles, practices, and procedures of community planning, community development, community rehabilitation, regional planning, and environmental review as applied to areas of varying size, population density, terrain, and land use.
  • Techniques used in the establishment of community development and rehabilitation programs.
  • Federal, State, and local laws, rules, and regulations related to planning, zoning, community development and community rehabilitation activities.
  • Community Development Block Grant and Economic Development Block Grant programs.
  • Project administration and tracking.
  • The ability to perform land use analysis and basic knowledge of ARCMAP GIS.
  • Plan, organize, direct, and coordinate the planning functions, community development programs, community rehabilitation activities and public and private projects of the City.
  • Supervise and train Community Development Division staff.
  • Formulate, evaluate, and make recommendations on zoning policies, land use ordinances, community development programs, and community rehabilitation activities.
  • Interpret and explain a variety of planning and zoning laws, ordinances, and regulations.
  • Collect and analyze data and prepare both comprehensive and concise reports.
  • Prepare and administer the departmental budget.
  • Demonstrate tact and diplomacy with the public.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Represent the City at Commission meetings: LAFCO, Historic Review, Airport, ALUC, Planning Commission.
  • Assist with Economic Development activities and project management.
  • Serve as the Flood Plain Administrator of the City.
  • Prepare General Plan, Zoning Code, and Housing Element updates.
  • Interpret CEQA and NEPA procedures.

Salary and Benefits:
The annual salary range for the City Planner position is $62,191 to $83,343 plus an excellent benefits
package. The City provides the following benefits:

General Leave:

  • Vacation: 12 days of paid vacation leave the first year, increasing to 15 days in year two and increasing thereafter based on every five years of service to a maximum of 30 days per year after 20 years of service
  • Administrative Leave: 60 hours annual administrative leave
  • Sick Leave: Leave is accrued at 3.69 hours per pay period for a total of 12 days of paid sick leave per year

Medical, Dental, & Vision Insurance: The City offers excellent Medical, Dental and Vision Insurance. Employee currently pays $46 per month and receives medical, dental and vision coverage for employee, spouse, and eligible dependents. Medical insurance currently 90/10 plan, with annual deductible of $150 (individual) and $450 (family), annual maximum out of pocket $3,000 (individual), $6,000(family).
Life Insurance: The City provides a $25,000 term life insurance policy.

Retirement: The City participates in the California Public Employees’ Retirement System (CalPERS).
For legacy members, the benefit level is 3% @60. For new members, the benefit level is currently 2% @62 with an employee contribution rate of 6.5% of gross salary per pay period.

Holidays: 14 paid holidays per year

Deferred Compensation: Voluntary plans available including IRS Section 125 Flexible Benefit Plan and 457 Plan.
