ABOUT THE POSITION:
Under general supervision of the City Planner,
the Code Enforcement Officer performs a variety of routine to complex technical and public contact duties related to the City’s code enforcement program, including the identification, investigation, and correction of
violations of the City’s municipal, building, zoning, signage, abatement,
parking and public nuisance codes; investigates citizen complaints of public
nuisances and quality of life issues and seeks voluntary compliance or
issues citations and initiates abatement procedures; and performs related
work as required.

JOB INFORMATION:
The Code Enforcement Officer is classified as a Regular, full-time Employee as defined by the City of Susanville’s Employee Manual. The Code Enforcement Officer is part of the Public Works Department and is represented by the Administrative Unit and is compensated at Range 136-138 of the Unit’s salary matrix.

JOB SUMMARY:
Under general supervision as assigned by the City Planner, the Code Enforcement Officer performs a variety of routine to complex technical and public contact duties related to the City’s code enforcement program, including the identification, investigation, and correction of violations of the City’s municipal, building, zoning, signage, abatement, parking and public nuisance codes; investigates citizen complaints of public nuisances and quality of life issues and seeks voluntary compliance or issues citations and initiates abatement procedures; and performs related work as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Conduct field investigations on complaints of municipal code and permit condition violations; advise property owners, the public, and city staff on violations and methods of abatement; seek abatement/remedies through voluntary compliance where possible.

Complete forms, prepare reports, investigation narratives and related correspondence accurately and in a timely manner. Prepare code enforcement cases for submittal to the Administrative Hearings Board.

Conducts follow-up abatement procedures including the preparation of additional correspondence, site visits, and communication with property owners and attorneys; conducts follow-up investigations to ensure compliance with applicable codes and ordinances; prepares non-compliance cases for legal action; presents testimony at hearings.

Complete forms, notices of violations, citations, reports, investigation narratives, and related correspondence accurately and timely. Process and present cases on appeal for abatement actions and administrative citations.

Responds to public inquiries and complaints in a courteous manner; provides information to violators, the general public, business community, and other government agencies regarding codes, laws, and ordinances related to code enforcement duties; resolves complaints in an efficient and timely manner; refers complaints to other City departments for action as necessary.

Performs a variety of public relations and outreach work related to assigned activities; creates, updates, and conducts various presentations.

Maintains a positive relationship with the community, other City departments, and the press.

Develop and implement efficient systems and procedures for task tracking and complaint management.

Prepares, monitors, and files property liens and special assessments with the County Recorders/ Assessors Office. Also prepares release of liens on previous abatement actions.

Perform other duties as assigned within the scope of the job classification.

QUALIFICATIONS:
*Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying
Minimum Qualifications:

  • High School or equivalent GED

    Preferred Qualifications:
  • AA degree or 60 units is preferable.
  • One-year experience in enforcement of administrative rules and regulations, including field
    investigations, responsibility to take legal enforcement action and substantial public contact
    requiring skill in communication and persuasion and municipal code enforcement.

    License or Certification Required:
  • Valid California Driver’s License
  • Certification as code enforcement officer and successful completion of 832 PC is
    required within twelve months of employment, (subject to availability).

    Additional Experience with the following and Ability to:
  • Investigative techniques useful in inspecting residential, commercial, and industrial activities to ensure compliance with code and ordinance requirements;
  • General characteristics of zoning, health and safety codes, public nuisance and business license codes and regulations;
  • Research methods and related sources;
  • Interviewing techniques;
  • English usage, spelling and punctuation;
  • Modern office policies and procedures;
  • Computers and related software applications;
  • Read and interpret applicable laws, ordinances, codes and policies;
  • Work cooperatively with other departments, agencies and citizens;
  • Establish and maintain effective and good public relations;
  • Prepare and present clear, concise, and comprehensive verbal and written reports.

    PHYSICAL REQUIREMENTS:
    The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to pick up, manipulate, move, raise and lower heavy materials, equipment and supplies; to climb ladders and scaffolding up to 30 feet; to climb onto, walk on and get off of roof structures; to get in and out of tight spaces within approved safety limitations, get on and off, in and out, of City equipment; operate the full range of equipment that is typically required without special aids.

    WORK ENVIRONMENT:
    This position is located predominately indoors, in an office setting, while performing the functions listed above. The position is frequently required to drive to other locations to perform site visits for inspection purposes.

Salary and Benefits
The Code Enforcement Officer position has an excellent benefits package which includes, but is not limited to education/certification incentive program, annual merit program, city paid State Disability Insurance, and flexible benefit program. The annual salary for the position is $48,054 to $71,040. Placement within this range is dependent on
qualifications.

The City provides the following benefits:
General Leave:
Vacation: 12 days in year 1, 15 days in years 1-5, 17 days in
years 5-10 and increases thereafter
Sick Leave: 13 days of paid sick leave per year
Administrative Leave: 8 hours each fiscal year
Medical, Dental, & Vision Insurance:

The City of Susanville offers excellent Medical, Dental, and Vision Insurance. Employee currently pays $46 per month and receives medical, dental, and vision coverage for employee, spouse, and eligible dependents. Medical insurance is currently a 90/10 plan, with annual deductible of $150 (individual) and $450 (family), annual maximum out of pocket is $3,000 (individual) and $6,000 (family).

Retirement: The City participates in the California Public Employees’ Retirement System (CalPERS). For legacy members, the benefit level is 3% @60, employee share is 8%,
paid by employees. For new members, the benefit level is 2% @62, employee share is 6.75%, paid by the employee.

Holidays: 14 paid holidays per year and 1 floating holiday

$50,000 Life Insurance paid for by the city ($25,000 in Life Insurance & $25,000 in Accidental Death & Dismemberment)
