Summary:

Under the direction of the Vice President of Academic Services, the Dean of Instructional Services is responsible for planning, organizing, developing, and implementing a complete system of technical, vocational, and outreach programs for the College.  Provides leadership and guidance to programs in operation, and planning and research supporting development of new and enhanced programs.

This is a senior management position responsible for integrating a diverse set of administrative functions that contribute to the growth and diversity of the student population of the College. 

Education and Experience:

Requires a Masters or equivalent from an accredited college or university with major course work in vocational education, business, public administration, or a related field.  Requires at least five years of increasingly responsible experience.    A Doctorate degree in vocational education, instructional technology, or curriculum development is preferred.

Qualifications:

Knowledge and Skills

The position requires specialized professional knowledge of community-based and vocational education program development, design, implementation, and evaluation.  Requires skills in organization and management practices as applied to the analysis and evaluation of programs, policies and administrative needs.  Requires a working knowledge of the budget preparation and administration process.  Requires in-depth knowledge of the principles of functional leadership, training and performance evaluation.  Requires a working knowledge of pertinent Federal, and State regulations affecting academic accreditation. Requires skill in organizing work and building an effective team to respond to a high volume of service requests.  Requires well-developed human relations skills to conduct formal presentations to large and diverse audiences, to promote and develop new business, and to work as part of a team dedicated to service.  Requires sufficient math skills to compute feasibility studies and analyze trends.  Requires sufficient writing skills to prepare complex professional reports and correspondence.

Abilities

Must be able to plan, organize, direct and coordinate the work of supervisory, professional, and support staff; delegate authority and responsibility; prepare and administer large and complex budgets.  Must be able to allocate limited resources in a cost-effective manner; and have the ability to sequence and execute a high volume of courses in many subjects.  Must be able to prepare clear and concise reports.

Physical Abilities

Requires sufficient ambulatory ability to move to various campus and community locations.  Requires hand-eye-arm coordination to use a personal computer keyboard.  Requires sufficient visual acuity to recognize words and numbers.  Sufficient auditory ability to carry on conversations in person and over the phone and make presentations to large audiences.

Duties:

  • Provides primary leadership for planning, implementing, evaluating, and coordinating the vocational educational programs of the College.
  • Supervises and participates in the recruiting, selection and evaluation of instructors.
  • Plans, directs, and conducts instructional research necessary for planning, evaluation and improvement of instructional programs that are vocational, technical, and interest-based.
  • Manages the development and implementation of the department goals, objectives, policies, and priorities for each assigned service area.  Establishes within College policy, appropriate service and staffing levels.  Allocates resources accordingly to projects and programs yielding the optimal return to the College.
  • Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures.  Assesses and monitors work load, financial performance of programs, administrative and support systems, and internal reporting relationships.  Identifies opportunities for improvement. Directs the implementation of changes.
  • Develops and implements programs for distance education.
  • Works with private and public sector employers to identify training needs, secure learning assistance equipment, and to structure educational programs.
  • Provides or coordinates staff training and development.
  • Manages and participates in the development and administration of the department budget.  Directs the forecast of additional funds needed for staffing, equipment, materials, and supplies. Approves and monitors expenditures.
  • Coordinates department activities with those of other departments and outside agencies and organizations with which the College has entered into partnerships.
  • Participates on a variety of committees.  Attends and participates in professional group meetings.  Stays current with new trends and innovations in the field of physical plant operations.
  • Responds to and resolves difficult and sensitive inquiries and complaints on programs, curriculum, and coverage.
  • Performs other duties as assigned that support the overall objective of the position.
