Under the direction of the Vice President of Administrative Services, plan, organize, control and direct the operations and activities of the Fiscal Services Department including budget, payroll, accounts payable, accounts receivable, purchasing, audits and complete accounting functions for all funds of the District; supervise and review the work of department staff; audit activities of other departments having financial impact on the District.
Education and Experience:
- Possession of a Bachelor’s Degree or higher in accounting, finance, business or a closely related field, and at least two years of professional accounting or finance experience preferably in a public school or other public agency OR
- Possession of an Associate’s Degree and a minimum of six years of experience in a business, accounting, or finance department, OR the equivalent.
- Registration as a Certified Public Accountant preferred.
Knowledge and Skills
- Local, state and federal laws, codes, regulations, rules, policies, procedure and practices governing financial administration and accounting of a public agency.
- Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and Government Finance Officers Association (GFOA) accounting standards, principles, practices, procedures, and requirements.
- Generally Accepted Auditing Standards (GAAS) principles, procedures, practices, and techniques.
- Budget development and administration principles, practices and methodologies.
- Principles and practices of business data processing particularly related to the processing of accounting and financial information, including financial statements, projections, methods of financial control and reporting, and statistical record-keeping techniques.

Work is performed indoors where some safety considerations exist from physical labor and handling of medium weight, yet, awkward materials.
- Plan, organize, control and direct the operations and activities of the Fiscal Services Department including budget development and monitoring, accounting, payroll, accounts payable, accounts receivable, purchasing and auditing for all funds of the District including foundation funds; provide support and direction in matters related to appropriate expenditure of funds; ensure compliance with all federal and state requirements, as well as district policy; review and recommend approval of expenditure of district funds; monitor District’s cash flow; sign checks for vendor payment when applicable.
- Lead the development of the district budget; determine revenue and payroll projections; present to administration, governance councils and board of trustees; monitor and revise as needed; assist budget managers with departmental budget development and maintenance; maintain current knowledge of state and federal restrictions for receipt and expenditure of categorical funds and apprise appropriate district staff of changes.
- Formulate budgetary projections to assist administration in the preparation of negotiations, assist with grants, and analyze costs for potential new projects. Provide analysis of financial information for three year financial projections.
- Conduct and oversee audits of district operations including regular detailed examination of accounts payable, accounts receivable, and payroll transactions; investigate abnormalities or variances; develop and implement policies and procedures to ensure the safety of the District’s assets; coordinate annual independent audit, including interim audit; respond to findings; monitor compliance issues.
- Recommend and oversee implementation of any software used to maintain accounting, budget and payroll information and processes; provide overview assistance with the financial and performance audits for property bond; approve user access and appropriate access levels; provide training to district staff; develop and maintain procedures for software use; make recommendations for new and enhanced features.
- Prepare or oversee preparation of regular and periodic reports for internal and external uses; analyze, evaluate, monitor financial reports of the district; research and prepare reports as requested by administration; serve on District and other committees as necessary; serve as primary liaison with County Office of Education and other banking institutions; represent the district’s interest in business activities; communicate County Office of Education procedures to District staff.
- Train, supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions.
- Provide technical expertise, information and assistance regarding assigned functions; assist in the formulation and development of policies, procedures and programs.
- Direct the preparation and maintenance of a variety of narrative and statistical reports, records and files related to personnel and assigned programs and activities.
- Communicate with other administrators, personnel and outside organizations to coordinate activities and programs; resolve issues and conflicts and exchange information.
