2301.1 POSITION SUMMARY Plans, organizes, coordinates, directs and controls the financial/accounting and data processing activities of the District, to ensure maximum utilization of financial, personnel and information technology resources. Provides complete and accurate financial information and monitors accounting systems and controls, so as to safeguard the Districtās assets, securities and funds. Strives to improve the accounting and reporting function by staying current with accounting pronouncements and technology changes.
2301.2 REPORTING RELATIONSHIPS
A. Reports directly to Business Manager.
B. Supervises: Accounts payable, payroll functions and all financial accounting functions.
2301.3 ESSENTIAL FUNCTIONS
A. Fulfills the statutory duties of the position of accountant as defined and set forth in the California Municipal Utility District Act (CPUC §§11501 ā 14403.5);
B. As a member of the management team, this position is responsible for the provision of a full range of supervisory activities including, but not limited to, the selection, training and evaluation of section personnel, planning and the completion of special projects as delegated;
C. Interprets and applies District resolutions, policies, rules and other laws, regulations, standards and objectives as they apply to the Accounting department;
D. Develops District budget with departmental budget input and administers departmental expenses under the guidelines of District policy, General Managerās approval and the approved annual budget;
E. Develops financial forecasts and monitors the overall financial condition of the District. Manages working capital resources including cash investments.
F. Prepares payroll tax returns; 2
G. Manages the financial and control activities including consumer and general accounting, financial planning, banking, insurance and taxes;
H. Manages available cash to maximize earnings potential;
I. Prepares State of California Controllerās Office and other regulatory office reports;
J. Prepares various other compliance and information reports as required;
K. Performs other duties as assigned.
2301.4 EXTERNAL RELATIONSHIPS
A. General Public: Maintains good relations in all contacts with the general public.
B. Legal, auditors, financial institutions, insurance agents and other industry professionals: Confers, advises, informs and coordinates activities.
C. Customers: Meet with and resolve problems, provide advice and assistance and promotes District programs, plans and objectives.
2301.5 POSITION SPECIFICATIONS
Job Knowledge: Extensive experience with accounting, spreadsheet, word processing software, interactive websites and other software tools as required;
Basic organization and function of public agencies, including the role of an elected Board of Directors;
Comprehensive understanding of budgetary principles and practices;
Excellent communication skills, both oral and written in order to disseminate requisite information to the General Manager, Board of Directors and others as required.
Safe work methods and safety practices pertaining to the work.
Ability to:
Provide leadership and management skills are essential;
Provide training, motivation and evaluation of assigned personnel in order to obtain the highest degree of productivity and the development of individual capabilities;
Operate computer terminals and personal computers and other standard office equipment. Organize work to meet deadlines;
Prepare reports and other documents which require a high degree of accuracy and attention to detail;
Be highly organized and able to work on several projects simultaneously;
Interact with a variety of personalities in a positive and professional manner;
Ability to identify system weaknesses and design work paper support for various aspects of the accounting and reporting function;
Education and Experience:
Any combination of experience and education that would likely produce the qualifying knowledge and ability. A typical combination is:
Education: Bachelorās degree from an accredited four-year college or university in Business Administration with a focus in accounting Certified Public Accountant desirable, but not required.
Experience: A minimum of 10 years of progressively responsible experience in accounting. OR A minimum of 5 years of progressively responsible experience and CPA
Licenses and Certificates: Possession of a valid Driverās License (Class C) issued from the California Department of Motor Vehicles.
