The Chief Business Official (CBO) at Shaffer Union Elementary School District is a vital leadership position responsible for overseeing the financial, operational, and human resource functions of the district. As a trusted advisor to the Superintendent/Principal and the Board of Trustees, the CBO ensures compliance, fiscal accountability, and operational efficiency while supporting the district’s mission to provide quality education to all students.
Primary Responsibilities:
The CBO is responsible for preparing, monitoring, and managing the district’s budget, including essential financial reports such as First Interim, Second Interim, and Unaudited Actuals. This role involves tracking apportionments, cash management, and funding streams like LCFF and LCAP expenditures. The CBO ensures all financial processes, including the preparation of purchase orders, and warrants, are completed accurately and on time. They coordinate external audits to guarantee compliance with state, federal, and grant-specific guidelines and manage other critical financial elements, such as developer fees, capital asset lists, and transparent compensation reporting.
In addition to financial management, the CBO oversees human resources functions, including payroll administration, employee benefits, and leave balances, ensuring all processes comply with state and federal regulations. They maintain personnel records, process hiring paperwork, and facilitate the preparation and distribution of employee contracts. The CBO plays a significant role in recruitment by scheduling interviews, preparing interview packets, and maintaining accurate salary schedules. They also manage workers’ compensation, disability insurance, and unemployment claims, ensuring timely and accurate resolutions.
The CBO works closely with the Board of Trustees by preparing meeting agendas, minutes, and supporting documents. Attendance at all Board meetings is essential to provide financial and operational insights. The CBO manages Board election and appointment paperwork, monitors retiree health and welfare payments, and serves as a liaison to address citizen and uniform complaints with professionalism.
Operational excellence is a key focus of this role. The CBO acts as a backup to the Superintendent/Principal when needed, ensuring leadership continuity. They oversee construction projects while maintaining accurate records and regulatory compliance. They also coordinate school-wide initiatives such as developing the annual calendar, managing supply lists, and processing health and welfare updates. In addition, the CBO ensures compliance with labor laws, updates labor posters as required, and all other State and Federal compliance.
Other Duties As Assigned:
In addition to these responsibilities, the CBO will take on other duties as assigned by the Superintendent/Principal to meet the evolving needs of the district. Flexibility and a proactive approach are essential for success in this role.
Qualifications:
Th ideal candidate will have proven experience in school district finance, operations, and human resources. Strong organizational, analytical, and interpersonal skills are essential. Familiarity with state and federal reporting requirements including LCFF, ESSA, and apportionment tracking, is highly desirable. Excellent communication are necessary to effectively engage with staff, board members, and the community. A CBO certificate is required or must be obtained within two years of service.
