GENERAL STATEMENT OF RESPONSIBILITIES:
The Human Resources Assistant Manager is responsible for all human resources functions such as maintenance of records; recruiting for open positions; conducting background checks; benefit and insurance enrollments, monitoring workers compensation claims; advising managers on Human Resources policies and procedures and personnel related matters; preparing written correspondence; and ensuring all Human Resources functions comply with the Susanville Indian Rancheria Personnel Policies and Procedures, and applicable State and/or Federal law.
SPECIFIC AREAS OF RESPONSIBILITIES:
•Maintains and updates all personnel, background, medical, and confidential files.
•On boards all new employees and provides new employee orientation and enters new employees into the Human Resources Module.
•Processes Employee Action Notices and get all necessary signatures.
•Assures confidentiality of employee information and employee files.
•Provides benefit and insurance program information to all new enrollees and additional information as requested for existing employees. Conducts all open seasons for benefits and insurance.
•Coordinates quarterly CPR classes and quarterly 401K meetings between representative
and employees. Completes the by-weekly 401K report.
•In charge of performance evaluation program, Summer Youth Program, and keeps track of employee’s driver’s licenses. Completes I-9 forms, verifies documentation and maintains in I-9 log and files.
•Maintains recruitment files for all vacant positions. Advertises all vacancies and provides information to applicants by phone, e-mail or by fax. Sets up interviews with the applicant and the interview panel established by the supervisor. Conducts all background checks and contacts with previous employers and personal references.
•Processes employment verifications and unemployment claims in a timely manner.
•Assists with payroll and employee timesheets. Enters new positions, earning codes, and earning cost center in the Human Resources Module. Trains new employees in employee web services.
•Works closely with supervisors to ensure that all worker’s compensation cases are reported correctly and timely and keeps the log of cases up to date.
•Works with employees who request Family Medical Leave.
•Prepares correspondence as requested.
•Provides information on COBRA and Temporary Continuation of Coverage (TCC) for benefits to departing employees.
•Prepares bills to be paid through the MIP program.
•Performs other duties as assigned.
KNOWLEDGE SKILLS AND ABILITIES:
A. Knowledge of Human Resource Laws, Policies, and Procedures.
B. Knowledge of compensation and benefits.
C. Skills in oral and written communications.
D. Skill in Microsoft Word and Excel Programs.
E. Ability to work independently without supervision.
F. Knowledge of hiring and recruitment.
G. Excellent organizational skills and attention to detail.
H. Knowledge of human resource principles, practices, and procedures.
MINIMUM QUALIFICATIONS:
1. Must have a high school diploma or equivalent from an accredited high school.
2. Must have a valid California driver’s license or license from current residence state.
3. Must pass P.L. 101-630 background check.
4. Must pass a pre-employment drug test.
5. Must have a valid CPR card or be able to obtain one within ninety (90) days of hire.
6. An Associate’s Degree in Human Resources Management or related field preferred.
7. Must have two or more years of experience in Human Resources.
8. Must have two or more years of experience in hiring and recruiting for both professional and non-professional positions.
9. Must have experience in background investigations.
10. Experience in hiring healthcare professionals is desirable.
11. Must be able to keep all information confidential.
12. Must be able to work with all employees and applicants.
WORKPLACE ENVIRONMENT:
PHYSICAL SAFETY: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items, driving an automobile, etc. No special physical demands are required to perform the work.
WORKING ENVIRONMENT: Regular exposure to favorable conditions such as those found in a normal office setting.

PREFERENCE POLICY:
1st Preference: Enrolled member of a Federally Recognized Tribe.
2nd Preference: Documented proof of Veteran Status, i.e. DD-214, Veterans Benefit Card.
3rd Preference: All other applicants.
