Titles Muddled As Map Is Lost
December 24, 1945

Only a lengthy and costly survey will ever clear up the titles of property in Hall’s addition, the board of supervisors was told this week by Attorneys J. A. Pardee, George D. Pancera, and County Surveyor T. W. Ogilvie.

The addition, on the outskirts of Susanville proper, was laid out by W. P. Hall supposedly in the late 1880’s. At that time he probably filed an official plat or map of the addition with the county registrar s land transfers for years have been made with reference to the plat. The plat can not be found now. This does not necessarily invalidate titles, but it does becloud the extract locating of boundary lines. Further, the abstract company refuses to insure any titles from now on in the addition.

The addition lies along Main St., starting a little east of Grand Avenue and its north boundary is along First St. The east line is near the Lincoln school. On the south side of Main St., the two blocks west of the Lincoln school are included.

The survey proposed by Pardee and Pancera would be made in reference to existing boundary lines. A map would be drawn showing land as it is held now and clearing up discrepancies as far as possible. All interested property owners then would have an opportunity to protest if they wished. Afterwards the revised map would be made on the basis of the 1945 plat instead of the one made by Hall.

The board of Supervisors s not sure it has the authority to order this procedure. It may be necessary to ask the legislature and obtain an enabling act, authorities said.
