Probation Department Adopts New Student-Centered Approach to Support Services

A new approach to juvenile probation is underway in Lassen County, as the Lassen County Probation Department has launched new support services for local youth. The shift, which moves away from traditional truancy enforcement and toward a more proactive, student-centered approach, is a direct result of California’s Juvenile Justice Realignment legislation (SB 823).

According to Lassen County Chief Probation Officer Jennifer Branning, “We are proud to share with the community an exciting transformation underway within the Lassen County Probation Department… This transformation supports at-risk youth beginning as early as Pre-school, reflecting a proactive, student-centered approach in partnership with our local school districts.”

A Focus on Wellness
The new strategy is highlighted by the implementation of “Wellness Visits in Schools.” These visits are designed to support students’ overall well-being and strengthen school engagement through positive interactions.

“Our presence in schools emphasizes prevention, empowerment, and connection with youth and families before more serious issues arise,” Branning said.

A Shift in Vision
This shift reflects a broader change in the department’s role, moving from one of pure enforcement to one of prevention and empowerment. Rather than waiting for youth to be involved in the justice system, the department is now working in schools and in the community as a partner in wellness and growth.

Branning stated, “The Probation Department is proud to lead this movement toward evidence-based, equity-minded support that reflects the needs of today’s youth and families.”

The department is also working in collaboration with the Student Attendance Review Board to foster a more consistent approach to school attendance, offering support and intervention to families to reinforce the importance of education.

2024-2025 Truancy Referrals
For the 2024-2025 school year, the department handled a total of 13 truancy referrals. As a result, one case led to formal charges, with the parent involved sentenced to 90 days in jail and ordered to pay fines and fees. Currently, two additional cases are in court, and five remain under review.
