
Following the successful passage of the recent school facilities bond, the Shaffer Union Elementary School District is moving forward with the next phase of its improvement plans by establishing a Citizens’ Bond Oversight Committee.
Superintendent Dr. Joshua Blackburn announced that the district is now accepting applications from community members to serve on the committee, a requirement under California law designed to ensure full transparency and accountability.
Ensuring Fiscal Responsibility
The primary mandate of the committee is to monitor the expenditure of bond funds. According to Dr. Blackburn, the committee will verify that all money is utilized strictly for authorized facility projects. Crucially, the bond proceeds are prohibited from being used for teacher salaries or general school operating costs.
“With that approval comes responsibility,” Dr. Blackburn stated in a letter to the community. “Shaffer may be small, but we take stewardship seriously.”
Seeking Community Representation
The district is looking for a diverse group of volunteers to provide balanced oversight. Specifically, the district is seeking individuals to fill the following roles:
- Business community representative
- Senior citizen organization representative
- Taxpayer organization representative
- Parent of a currently enrolled student
- Parent active in a parent-teacher organization
- Community at large members
