Sheriff’s Update: Three Arrested in South County After K-9 Brinks Locates Black Tar Heroin

sheriffupdateThe Lassen County Sheriff’s Office has released details surrounding the arrest of three people near Doyle Wednesday evening after a search of a vehicle by K-9 officer Brinks yielded a cache of black tar heroin.

According to Sheriff’s Captain Kevin Jones, on December 28th at approximately 5:40p.m., a LCSO Deputy performed a traffic stop on a vehicle on US-395 in the Doyle area. CHP units from the Susanville area assisted with the stop.

The vehicle was occupied by two Doyle residents identified by the LCSO as 47-year old Gregory Dodson and 28-year old Katie Wayman.

“During the Deputy’s investigation, several items of drug paraphernalia were discovered in the vehicle Dodson was driving,” explained Captain Jones. “The Deputy called for LCSO K-9 Brinks and his handler to assist in the search.”

Once on scene Brinks alerted on a specific area of the vehicle which led to the discovery of the black tar heroin.

During the traffic stop 69-year old Doyle resident Robert Graf stopped to speak to the Deputies on scene and informed them that the vehicle Dodson was driving belonged to him.

“After further investigation,” said Jones, “they discovered Graf was in possession of methamphetamine.”

Dodson was arrested and booked for possession of a controlled substance for sale, possession of controlled substance and driving on a suspended license. He is being held at the Lassen County Jail on $35,000 bail.

Katie Wayman was arrested and booked at the Lassen County Jail for possession of drug paraphernalia, she was released on a citation after booking.

Graf was arrested and booked at the Lassen County Jail for possession of a controlled substance, he was released on a citation.

“People have asked how someone can be released on a citation for possession of a controlled substance,” explains Captain Jones.”This is based on a change in the law brought on by the passage of Proposition 47. Better known as the Safe Neighborhoods and Schools Act, Proposition 47 was passed by the voters of the State of California on November 4, 2014.”

“This statute essentially converted many nonviolent offenses, such as drug and property crimes, from felonies to misdemeanors. Simple possession of a controlled substance was included in these crimes. Although a person may be booked into jail, misdemeanor offenses are not typically held on bail, thus a citation is issued.”

“Brinks has proven again to be an effective tool for the community and our agency in searching, drug enforcement and protection,” said Jones.
