The Susanville Indian Rancheria’s Natural Resources Department has issued a Request for Proposals seeking qualified contractors for the SIR Upper Rancheria Restoration Project 2026.
The project encompasses approximately 143 acres of SIR trust lands located north of Susanville in Lassen County. Work will involve juniper removal, brush management, and woody residue/slash treatment designed to improve sagebrush-steppe habitat, forest and rangeland resiliency and local wildlife habitat.
The contract carries a maximum budget of $170,000, with all work scheduled for completion by December 31st, 2026. Procurement will be conducted through competitive sealed bidding. Prevailing wage (Davis-Bacon) requirements apply, and Indian Preference applies to contracting, subcontracting, employment, and training opportunities.
Scope of Work Highlights:
- Remove designated live and dead western juniper and manage encroaching brush.
- Protect designated old-growth juniper, cavity-nesting habitat, leave trees, hardwoods, conifers, fences, monuments, and other identified features.
- Cut juniper to a maximum 6-inch stump height and buck larger woody material into firewood-sized pieces.
- Treat slash utilizing approved lop-and-scatter and/or piling methods.
- Adhere to all applicable NRCS Conservation Practice Standards, project specifications, Best Management Practices, and Tribal, federal, state, and local requirements.
Mandatory Pre-Bid Conference and Site Visit
A mandatory pre-bid meeting and on-site inspection will be held Tuesday, September 8th, at 10:00a.m. Contractors will meet at the SIR Tribal Administrative Office, located at 745 Joaquin Street in Susanville, with the site visit immediately following. Attendance is required in order to bid; no teleconference option is available.
