The Lassen National Forest is advising visitors that certain activities on National Forest System (NFS) lands require special use authorization. Sound stewardship of your National Forests includes proper management of commercial activities and appropriate permitting of special events. Individuals or entities that want to operate commercial outfitting or guiding activities, or wish to conduct recreation events on NFS lands, must obtain a special use authorization (permit) approving their operations and activities.
A special use permit is needed when:
- An individual or organization needs to occupy, use, or build on Forest Service land for personal or business purposes, whether the duration is temporary or long term.
- There is a fee being charged or if income is derived from the use.
- In situations where there is a sale of service, whether or not the primary aim is to produce a profit.
- An activity on those lands land involve individuals or organizations with 75 or more participants or spectators.
A permit is also required if Forest Service facilities will be used for events or services. Examples of facilities where a permit would be required include boat launches where fishing tournaments are held or guiding services that are conducted on NFS lands.

Operating or hosting events on NFS lands without a permit is in violation of Federal Regulations, for which a citation may be issued. Violations of these regulations are punishable by a maximum fine of $5,000 or up to six (6) months in jail, or both.
