COVID-19 Update: Moving from State Stages to County Driven Approach to Reopening

On June 12th, Governor Newsom notified the public that the state will move from the “Stages” model for reopening to a county-driven approach. The new resource page outlining industry specific guidance can be accessed on the state website: https://covid19.ca.gov/roadmap-counties/.

Based on those guidelines, counties like Lassen with variances or attestations approved by the state are allowed to move forward with re-opening and will determine when and if their businesses and activities are safe to reopen.

“The state has requested that we provide businesses with adequate time to safely implement the new guidance,” Lassen County health officials explained in today’s announcement. “Therefore, they strongly recommend that businesses and activities reopen slowly and with plans in place that have been approved by Public Health.”

The first step for businesses is to complete the Business Readiness Survey at https://www.surveymonkey.com/r/lcreopening which will serve as the safety plan for that business or activity. Once submitted, they will be contacted by a Public Health staff member.

Guidance for the following entertainment and personal care services have been issued for variance counties:

  • Movie theaters and family entertainment centers
  • Restaurants, wineries, and bars
  • Zoos and museums
  • Gyms and fitness centers
  • Hotels (for tourism and individual travel)
  • Cardrooms and racetracks
  • Campgrounds and outdoor recreation
  • Personal care which requires touching someone’s face: facials, electrolysis, waxing, esthetician, skin care and cosmetology services
  • Nail salons
  • Body art professionals
  • Tattoo Parlors
  • Body Piercing
  • Massage Therapy

“Please remember that reopening the county does not mean that we are out of danger or that we can ignore safety precautions. Everyone has done their part by social distancing, washing hands, etc. and must continue to do so in order for businesses to remain open. If at any point our healthcare system becomes overwhelmed, we will have to shut things down again. We must not become complacent. Please continue to do your part in slowing the spread of COVID-19.”
