CHP Incident: Milford Resident Arrested After Possible Parental Abduction

A Milford man was tasered, then pepper sprayed Monday morning before law enforcement were finally were able to subdue him and take him into custody after he resisted arrest near the airport in Johstonville.

The man, who was identified by the California Highway Patrol as 31-year old Tyler Lee Schaaf-Morgan, was wanted for a possible parental abduction when he was spotted by a CHP officer driving an older model white pickup southbound on US-395, south of Highway 36 junction.

The officer initiated an enforcement stop on the vehicle and, according to the CHP report, as the officer spoke with the driver he became increasingly irritated.

Schaaf-Morgan was asked to exit his vehicle, which he refused to do. A struggle ensued just as a Lassen County Sheriff’s Deputy arrived on-scene to assist.

“Schaaf-Morgan continued to resist and reach towards his waistband,” explains CHP Public Information Officer Kristin Wilburn. “In an attempt to regain control of Schaaf-Morgan, the CHP officer used his taser to stun him with no results.”

The CHP officer then used his pepper spray effectively to gain compliance and Schaaf-Morgan was taken into custody without further incident.

Schaaf-Morgan was medically cleared by Banner Lassen Medical Center before being booked into Lassen County Adult Detention Facility for charges ranging from battery on a police officer to child endangerment.

The child was returned to his mother unharmed.

Wilburn said that the CHP would like to thank the Lassen County Sheriff’s Office for their quick response and assistance in this matter.
