City of Susanville: Air Quality Specialist

ABOUT THE POSITION: Under the direction and general guidance of the
Public Works Assistant Director of Engineering, the Air Quality Specialist
performs a variety of functions within the Public Works Department, including inspection, planning, and surveying in the following areas: air quality, streets, water, gas, airport, geothermal, traffic engineering,

Qualifications:
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Minimum Education Qualifications:
Minimum of 60 units from a college or university in physics/biology/civil
engineering/environmental science/mathematics (required for range 140)
OR degree from a four (4) year college or university with a degree in
physics, biology, civil engineering, environmental science, mathematics, or
a closely related field (qualifies for range 142)
Preferred Experience Qualifications:
- Two (2) years in civil engineering experience
- One (1) year of experience equivalent to that which would be obtained as an Air Quality Specialist
Required License/Certificates
- Valid California Driver’s License
- Possession of or ability to obtain the State of California certification as a visible emissions evaluator within one (1) year of employment.
Preferred Licenses/Certificates:
- Possession of an Engineer-in-Training Certificate (required to fill position at Range 144)
- Possession of License as a Profession Engineer (required to fill position at Range 150)
City of Susanville Public Works: Engineering Division
The Engineering Division provides survey, design, permitting and inspection
services to the City’s Capital Improvement Projects for transportation, water,
geothermal, natural gas and storm water facilities. It maintains and updates the
City’s Geographic Information Systems (GIS), reviews site plans for private
commercial and subdivision development projects and issues right-of-way use
permits for construction activities within the city limits. The Engineering Division
assists other City Departments with survey, design and permitting support.
Salary and Benefits:
The Air Quality Specialist position has an excellent benefits package which includes, but is not limited to education/certification incentive program, annual merit program, city paid State Disability Insurance, and flexible benefit program. Placement within this range is dependent on qualifications. The salary for this position is as follows:
Air Quality Specialist: $53,003-$78,415
Air Quality Specialist with 4 year degree: $55,728-$82,385
Air Quality Specialist with Engineer-in-Training Certificate:$58,549-$86,556
Air Quality Specialist with Professional Engineer License:$67,900-$100,378
The City provides the following benefits:
General Leave:
Vacation: 12 days in year 1, 15 days in years 1-5, 17 days in years 5-10 and increases thereafter
Sick Leave: 13 days of paid sick leave per year
Administrative Leave: 8 hours each fiscal year
Medical, Dental, & Vision Insurance:
The City of Susanville offers excellent Medical, Dental, and Vision Insurance. Employee currently pays $46 per month and receives medical, dental, and vision coverage for employee, spouse, and eligible dependents. Medical insurance is currently a 90/10 plan, with annual deductible of $150(individual) and $450 (family), annual maximum out of pocket is$3,000 (individual) and $6,000 (family).
Retirement:
The City participates in the California Public Employees’ Retirement System (CalPERS). For legacy members, the benefit level is 3% @60, employee share is 8%, paid by employees. For new members, the benefit level is 2% @62, employee share is6.75%, paid by the employee.
Holidays:
14 paid holidays per year and 1 birthday holiday

$25,000 Life Insurance policy
