JOB DESCRIPTION:
Under the direction of the Public Works Assistant Director of Operations, the Water Utility Supervisor performs a variety of supervisory, administrative, skilled, technical, and maintenance work in the planning, construction, operation, repair maintenance, and replacement of the geothermal and water system.

SUPERVISION EXERCISED
Supervision over assigned Public Works staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Plans, schedules and implements construction, maintenance, and operation and construction activities designed to provide quality streets, alleys and storm drainage service for the City; oversees construction and maintenance work to determine acceptability and conformance to standards;

Advises Director, City Engineer, City Administrator, and other officials in matters relating to department activities; provides information to various civic, school and public groups and individuals regarding utility problems and services;

Supervises the control and use of, and assumes responsibility for all materials, supplies and equipment used in the maintenance, construction, and repair of the City’s geothermal and water system;

Assists in motivating and evaluating personnel by acting as a liaison between crewmembers and other City supervisors;

Analyzes annual operating costs and makes recommendations to assists in budget preparation;

Provides recommendations regarding equipment purchases and requisitions all supplies and materials needed for effective department operation;

Maintains a variety of records relating to inspections, construction and maintenance activity within the City’s geothermal and water system;

Responds to customer complaints on City geothermal and water system and can evaluate or rectify the situation and report findings to Director;

Maintain compliance with State and Federal water safety regulations and reports;

Inspects and repairs pumps, regulators, valves, and SCADA on the City’s water and geothermal operating systems;

Operate light to heavy-sized construction and power equipment, such as dump trucks, backhoe/loaders, road graders, sanders, paving equipment, air tools, and safety equipment;

Perform required labor involved in construction and maintenance of projects as part of a crew, including pavement cutting, ditch digging, storm drain repair and new installations of streets, alleys, and storm drains as needed;

Ensure the proper maintenance of equipment and tools by supervising and participating in cleaning and checking equipment and tools after use;

Observe safe work methods and safety practices related to the work being performed or tools and equipment used;

QUALIFICATIONS:

Qualifications:

  • Twelve (12) years of hands-on experience in construction, maintenance, and customer service; five (5) years of which are in operations and repair procedures of a water and geothermal system industries.
  • High School Diploma or Equivalent.

Necessary Special Requirements:

  • Eligible for participation in random drug testing compliance program as mandated by the Federal Motor Carrier Safety Administration (FMCSA) program

License/Certificate Requirement:

  • Have a valid California Driver’s License and/or be able to acquire a Class A certification within 12 months.
  • Water Distribution Operator Grade II Certificate from the California State Department of Health Services

  • Works cooperatively and effectively with others.
  • Deals with members of the public in a tactful and professional manner
  • Performs manual labor tasks in a safe and productive manner
    Physical Requirements:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the duties of this job, the employee is regularly required to use hands to feel or operate objects, tools or controls and reach with hands and arms. The employee frequently is required to stand and talk or hear. The employee has to walk, sit, climb or balance, stoop, kneel, crouch or crawl and smell.

The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Work Environment:

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibrations. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals and risk of electrical shock.

Salary and Benefits:
The current annual salary for the Water Utility Supervisor is $58,276.14 to $82,048.98 plus an excellent benefits package which includes, but is not limited to education/certification incentive program, merit program, 9/80 work schedule, and city paid State Disability Insurance (SDI). Placement within this range is dependent on qualifications. With proper training, this position is eligible for additional compensation for standby duties and overtime.

The City provides the following benefits:
General Leave:
· Vacation: 12 days of paid vacation leave during year one, increasing to 15 days in year two and increasing based on years of service thereafter
· Sick Leave: 12 days of paid sick leave per year

Medical, Dental, & Vision Insurance: The City of Susanville offers excellent Medical, Dental, and Vision Insurance. Employee currently pays $30 per month and receives medical, dental, and vision coverage for employee, spouse, and eligible dependents.
Medical insurance is currently a 90/10 plan, with annual deductible of $150 (individual) and $450 (family), annual maximum out of pocket is $3,000 (individual) and $6,000 (family).

Retirement: The City participates in the California Public Employees’ Retirement System (CalPERS). For legacy members, the benefit level is 3% @60, employee share is 8%, paid by employees. For new members, the benefit level is 2% @62, employee share is 6.75%, paid by the employee.

Holidays: 13 paid holidays and 1 floating holiday per year

$50,000 Life Insurance policy ($25,000 AD&D and $25,000 Life
Insurance)
