Lassen County is in the process of updating the Housing Element of the County’s General Plan to ensure that the county is prepared to meet local housing needs over the next five years.
Under state law, every city and county in California is required to update its Housing Element to address specific requirements and submit the element to the Department of Housing and Community Development.
According to Gaylon Norwood, Deputy Director of the County Planning and Building Services department, the Housing Element serves as Lassen County’s blueprint for meeting the housing needs of our current and future residents and workforce, including people living at all economic levels and those with unique housing needs.
The Draft Housing Element Update will be available for public review until February 23rd.
Comments may be mailed/delivered to Gaylon Norwood, Deputy Director at 707 Nevada Street, Susanville, CA 96130 or emailed to [email protected] by Friday, February 23rd, 2024.
After that date, comments may continue to be submitted to the State at [email protected].
“Participation from the community is vital to ensure that Lassen County’s values are identified and articulated in the Housing Element, and that the County’s approach provides the best fit for the community’s goals and priorities,” explains Norwood.
“Public comment received on the Draft Housing Element will be incorporated into the Housing Element submitted to the State for review and anticipated for adoption in summer 2024.”

The Housing Element establishes specific goals, policies and objectives to guide the development of housing in unincorporated Lassen County. Community input will be used in developing new Housing Element Policies and programs and to modify existing policies.
The Lassen County Advisory Board of the NorCal Continuum of Care (Housing Advisory Board) will receive public comment on the Public Draft Housing Element on February 7th, at 1400 Chestnut Street, Suite C, 10:00am.
