Xuyen Kim Ti Taylor passed away peacefully in her home surrounded by family on June
19, 2023, at 73, years old. Born to Duong Ngoc and Vo Thi Oat Nguyen (her father and mother). Xuyen Kim Ti Taylor was born on February 14, 1949, in Thanh-Hoa, Vietnam. (Trung-Nhut Village in Vietnam) She was the third oldest out of seven siblings. When coming to the United States she couldn’t wait to receive her citizenship. She studied very hard and diligently to pass the test and when she did, she was a VERY proud American Citizen, she loved this country.


Xuyen started dating Stephen Taylor, who she had a crush on since they first met. They did everything together. Not only were they in love with each other very much, they were best friends. A year later they were married for all eternity on May 8, 1976, Covenant Presbyterian Church of Napa, CA. Steve and Xuyen had a happy and loving home, with a 47-year marriage.

Xuyen had 2 children, Garrett H. Taylor and Nancy K. Miller (Taylor). She enjoyed watching them grow up and playing sports. Later, Steve and Xuyen moved to Susanville, Ca to raise their children in a beautiful and safe area. (Napa was changing.) Although she despised the snow, she loved the area because it was close to the lakes for fishing and the outdoors were beautiful. Xuyen loved to go fishing, and hunting with her husband, kids, and grandchildren. She was always involved in the grandkid’s sports, supporting and cheering them on. Xuyen loved her grandchildren very much and loved being a grandmother. She always had funny stories about them, and she was very proud of their accomplishments.

She had strong belief in Budda and prayed to her every morning and night. Xuyen did
have some schooling when she grew up in Vietnam. She worked very hard all her life. She took any job very seriously and she was always a pleaser. Xuyen loved her experiences working for the Lassen County for almost 30 years. She cherished her relationships that evolved while working with all the wonderful and kind people in the county, whether it was at the old Roosevelt Building, Old and new Courthouses, Lassen County supervisors building, or the old Probation/CPS offices. She adored and loved her friends there. “The ‘girls’ hang out and have lunches, eating and laughing,” she would say. She looked forward to meeting the girls for birthday lunches or making “her famous” egg rolls for elections.

Xuyen loved her dogs. Along with her adored poodles, Charlie and Georgie, she had
English pointers and entered them in bird dog field trials. Xuyen and Steve enjoyed the
Saturday night dinners and conversing with their friends they had met over the years. Steve and Xuyen had numerous Field Trial Champions dogs over the years.

Xuyen had her health challenges over the last year and a half, but she still tried to make
the most of it, usually with a smile on her face. She is survived by her husband Stephen G.
Taylor and their 2 children Garrett H. (Ramona) Taylor, Nancy K. (Chris P.) Miller (Taylor) her 5 grandchildren, Ginger X. (Virginia Miller) & Ryan D. Patterson, Waylon C. Miller, Liam Taylor, and Collin Taylor. Her in-laws Herb & Pam Taylor, Richard & Linda Taylor, and many cousins all of whom she loved very much.

Celebration of life will be held on Friday, July 7, 2023, 2:00 pm at Assembly of God
Church on Richmond Road in Susanville, Ca. Please join the family for a potluck following the celebration. Then the services for her final resting place will be in Napa, Ca. on July 14, 2023, at 2pm at Tulocay Cemetery for family only.
