Art was born in Ogden, Utah in 1945 to Arthur Gould Sr. and Beverly Briem-Gould. Art graduated from Orange Coast College in Costa Mesa. Art lived in Susanville for 24 years where he practiced his scaffolding business. He assisted in the construction of many city buildings as well as helping business owners and local constituents.
